Does a parent have a right to a child's psych report if the other (divorced) parent paid?

I've searched high and low online for this answer and this is my last resort. I scoured the APA website and code of ethics and can't find anything. The situation is, parent #1 paid for a psych report. Parent #2 (these parents are divorced) wants a copy. Parent #2 didn't pay for the report, and the report essentially belongs to parent #1 who paid. Does parent #2 have a right to the report? Parent #1 does not want parent #2 to have a copy. They have shared (joint) custody. This is a psych report, and not a custody report.
